Washington has developed a strange habit over the last few years. Politicians disappear from public view, and staffers issue vague statements. Everybody sort of stands around pretending this is perfectly normal way to run a government. Now it’s happening again with Tom Kean Jr, the New Jersey Republican congressman. He has not cast a House vote since March 5.
